The unteroffizier of the photo belongs to the 17th. (Bavarian) Cavalry Regiment. He wears the old double breasted field tunic for the Reichsheer introduced on 1909 for the light cavalry units. He updated the tunic as regulations ordered for his use as off duty uniform.

On these two photos we can see mr. Eugen Frei, who was later Bürgermeister, Mayor, from Stockelsdorf in the district of Ostholstein.
On the first image he appears dressed as enlisted, and in the 2nd he was already Zahlmeister, paymaster, that is a civil servant on the German Reichswehr, considered as officer.

This infantry Oberfelwebel dresses a last war tunic according new regulations for the Reichswehr. It allowed to NCO's, if approved by his unit, to dress the old army uniforms as off-duty.
The Oberfeldwebel wears his new Reichswehr cap with the modified insignias for the new Reichswehr and his Iron cross 1st and 2nd class.
